Start with the three main prepaid offers
Tigo and Claro are two operators visitors can compare for a Paraguayan number. CONATEL's market report identifies the licensed companies as Telecel and AMX Paraguay respectively. Its 2023 figures show prepaid lines far outnumbered postpaid lines, which helps explain why the operators publish short data packs and top-up channels. The report is a market snapshot, not a guarantee that a particular product is available to a visitor today.
At the time of checking, Claro's prepaid page showed a Gs. 10,000 recharge with 500 MB and a Gs. 20,000 recharge with 2 GB, alongside WhatsApp and on-network calling benefits. Tigo's page listed domestic packs from one day upward and gave Mi Tigo, Tigo Money, banking apps, the *222# menu and sales points as recharge routes. These are operator offers that can change; compare the validity period and what happens after the included data is used, not just the headline gigabytes.
Buying and registering a local line
Claro's instructions direct prepaid buyers to a Claro service centre or an identified point of sale, where staff activate the chip. Its prepaid terms refer to identification details supplied on an application and to the line holder's responsibility for keeping them accurate. The published material checked here does not establish that every branch accepts a foreign passport for every prepaid product. Bring your passport and ask the chosen outlet to confirm its current visitor procedure before paying or changing an existing number.
Tigo says compatible devices can be activated with eSIM at its shops and describes a QR code used to load the profile. That confirms an in-store eSIM process, but it does not establish that every visitor can obtain a new prepaid Tigo eSIM remotely. Likewise, Claro's activation guidance for eSIM covers the phone setup rather than a guaranteed tourist sales route. If eSIM is essential, contact the outlet in advance and ask specifically about a new prepaid line, document requirements and the QR delivery method.
Read coverage by locality, not a national slogan
CONATEL publishes a report mapping 2G, 3G and 4G against households and localities. Those measures are more useful for a road trip than a single national percentage: a high share of covered households can coexist with uncovered stretches between towns. The report uses 2023 coverage data, so it is a historical reference rather than a live signal forecast. Check the current operator maps for your exact stops around Asunción, Ciudad del Este, Encarnación and any route into the Chaco.
The same regulator report shows 4G becoming the main mobile internet technology in its 2018–2023 series, while 3G subscriber counts fell. A phone able to use local 4G frequencies is therefore a safer planning choice than an older device dependent on 3G. Neither the regulator's historical map nor an operator prediction proves that a particular bus, riverbank or interior road will maintain data throughout the journey. Download the map area and any tickets before leaving the last town with reliable service.
Plan separately for Brazil and Argentina
A Paraguayan prepaid allowance should not be assumed to continue unchanged across either land border. Tigo publishes separate prepaid roaming packs and lists Argentina and Brazil among their destinations. That is an operator-specific product, not a region-wide free-roaming rule. If you expect to travel from Ciudad del Este towards Brazil or from Encarnación to Posadas, check the destination and activation terms of your own line before crossing, then decide whether a separate regional data plan is simpler.
Tigo warns that a prepaid phone close to the Brazilian border can connect to a foreign network even after a domestic pack was purchased. Its advice is to inspect the network name and, if necessary, select Tigo manually before trying the local pack again. That is a more specific warning than a general roaming reminder: a successful top-up does not prove the handset is on the intended Paraguayan network. Check the network indicator before using data in Ciudad del Este or another border town.
Prepare the phone before arrival
Check that the handset is unlocked and supports eSIM if that is the format you plan to use. Tigo describes choosing which of two installed lines handles calls and data, a useful option for keeping a home number available while a Paraguayan line supplies internet. Confirm your phone's dual-line behaviour before departure, because the exact combinations of physical SIM and eSIM vary by model. If the home line remains active, review its own roaming settings and charges rather than assuming a second data line blocks them.
Claro advises connecting to Wi-Fi before beginning its eSIM activation and having at least half the battery remaining. For an eSIM obtained before flying, save the installation instructions where they can be read offline, then follow the provider's timing instructions for activation. For a Paraguayan operator eSIM obtained locally, wait until staff have confirmed the line and QR details before deleting or resetting a profile. A QR code can be needed again after a phone change, and transfer rules are operator-specific.
Keep data available for the ordinary tasks
Short prepaid packs suit a brief city visit, but a road itinerary needs enough data for route changes, messaging and opening transport or accommodation details away from Wi-Fi. Tigo gives several top-up routes, including Mi Tigo, Tigo Money, banking apps and physical points; Claro advertises online purchase and recharge options on its prepaid page. These channels are helpful after activation, but check whether a particular app or payment method works with a foreign card before your balance runs out.
WhatsApp benefits on Claro and Tigo offers are not the same thing as unrestricted internet. Video calling, links, media and other apps may draw on a separate allowance under the operator's terms. Read the pack details before relying on an advertised messaging benefit for navigation or sharing files. If a local number is important for an SMS code, test incoming messages while still close to a shop so that a registration or activation problem can be corrected.
Keep a calling route for emergencies
Paraguay's National Police directs people to call 911 to report an emergency. Save that number before travelling beyond a town, together with the address and coordinates of accommodation or the nearest staffed stop. Mobile data helps share a position, but it is not itself a voice service. The official material checked for this guide does not establish that a data-only eSIM can place an emergency voice call in Paraguay.
A local prepaid SIM with calling capability or a working home voice line offers a clearer way to dial those numbers. Check the phone's default voice line after installing a second SIM, and do not rely on an internet messaging app as the sole route to emergency services. If the trip includes a border crossing, save the emergency numbers for the next country separately; Paraguayan service numbers may not be the right contacts after the phone changes networks.
