# Egypt travel eSIM guide

Egypt's phone-import rules, SIM registration and eSIM availability are separate questions. A tourist's phone has a stated 90-day exemption under current device rules, while a new Egyptian number involves an identity check. Orange and Vodafone publish different visitor routes. Before flying, decide whether you need a local number or only data, and check coverage along your itinerary.

## What the 90-day tourist phone exemption covers

Egypt's National Telecom Regulatory Authority, NTRA, and Customs Authority say the exceptional exemption for an imported phone carried by an ordinary passenger ended on 21 January 2026. Their announcement expressly keeps an exemption for phones carried by tourists and Egyptians living abroad for 90 days. That device rule is distinct from the passport checks needed to buy a local SIM. A tourist staying longer than 90 days or entering under another status should check their own position with the authorities rather than treating the short-stay exemption as permanent.

The same announcement says registration of personal phones at airport customs offices was cancelled and lists a Telephony hotline, 15380, for questions. It also describes a 90-day grace period measured from device activation for regularising a phone subject to fees; that is not the same as the tourist exemption. NTRA's Telephony instructions say an affected owner enters the phone's IMEI in the app and chooses a bank card, mobile wallet or other supported payment route. Neither announcement supplies a universal fee percentage, so there is no reliable percentage to quote for every phone.

## Ask what proof a local SIM shop accepts

NTRA's published rules for sales to foreigners require an in-person visit to an operator branch with an original valid passport and a residency document. The operator keeps copies and ties the SIM's validity to the customer's authorised stay; the published limit is five voice and five data lines per operator. The page does not explain which document a short-stay tourist should present as residency evidence. Before joining a queue at Cairo airport or a city branch, ask the operator whether your entry stamp or visa meets its process.

A local line can supply calls and a number alongside data, depending on its tariff. Check the bundle, expiry and top-up method before paying. Take the registration passport if returning for a replacement. The unclear tourist documentation makes another means of reaching your hotel useful, especially outside shop hours. It does not mean tourists can bypass registration.

## Orange's eSIM route has an in-store step for a new line

Orange Egypt says its eSIM is available to new and existing customers, including tourists. Its current help page prices a new eSIM line at EGP 350 and a physical-SIM-to-eSIM change at EGP 300, at the time of checking. It directs anyone buying and activating a new number to an Orange shop. An existing customer can request a swap through Orange Max it or at a shop, with identity verification during the app process. The published eSIM charge does not itself describe the data or voice allowance, so ask for the underlying tariff separately.

Orange says the phone must support eSIM and have Wi-Fi or mobile internet while downloading the profile. A QR code issued for activation can be used once; replacement after loss, deletion or a reset means another shop visit. Its FAQ includes both a general statement that tourists are eligible and a separate answer saying foreigners with valid residence can get an eSIM through shops. Those statements do not settle which residency evidence a brief visitor needs. Check this at the Orange counter with your passport rather than relying on the tourist label alone.

## Vodafone sells a tourist line at airport and city stores

Vodafone Egypt says its Tourist Line is for visitors to Egypt and may be obtained at a Vodafone airport store or a Vodafone retail store elsewhere in the country. It describes the line as combining a data bundle with local and international minutes. The public page does not provide a clear current tourist bundle price or allowance, so ask the agent to show the tariff on the screen and confirm how long it lasts. A named tourist product is useful when a local number is needed, but it does not eliminate NTRA's identity requirements.

Vodafone lists *6060# for checking the balance and repurchasing the bundle. It also publishes out-of-bundle rates, which are a reason to inspect the remaining balance before allowing a map or video app to use mobile data. Ask at the counter whether the tourist line is supplied as a physical SIM or eSIM for your particular handset; the tourist page calls it TourSIM and does not promise an eSIM option. If you already have a travel data profile, compare the value of local calling with the extra stop at a store.

## Use NTRA measurements to check the journey, not a single speed claim

NTRA's fourth-quarter 2024 quality report tested voice and data on main and secondary roads through cities and villages. Its published December results show poor data quality in four of 114 measured areas for Vodafone, none for Orange, three for e& and one for WE. These are dated regulator measurements in sampled areas, not a guarantee at a specific hotel, Nile cruise berth or desert road. They are more useful for identifying where to ask coverage questions than for ranking every operator nationally.

NTRA says the four operators received 5G licences and later states that Egypt launched 5G service in June 2025. That establishes availability in the market, but neither source says every visitor tariff includes 5G or that every part of Egypt has it. If a trip includes travel beyond Cairo, Alexandria or Red Sea resorts, inspect the operator's current coverage material for the exact route and ask about 4G service on that tariff. Keep accommodation and transfer details available offline where mobile reception may be uncertain.

## Choose the data line and keep arrival details offline

If a foreign travel eSIM is the chosen route, check that the handset supports eSIM and is unlocked before buying it. Apple explains how an iPhone can retain a home voice line while selecting a travel eSIM for mobile data, and warns that the home line may still incur roaming charges when left on. Install the profile on reliable Wi-Fi before departure, save its activation instructions and select the intended data line when you land. A data-only profile should not be mistaken for an Egyptian telephone number or ordinary voice service.

For a local line, bring the original passport and documents required under NTRA's rules. Save the transfer address, hotel contact, tickets and a map before flying, in case SIM purchase is delayed. At the counter, test a webpage and an outgoing call if voice is included. Do not delete an eSIM profile while troubleshooting: Orange says a deleted profile needs a new shop-issued QR code.

## Save Egyptian emergency and operator contacts

UK government travel advice for Egypt lists 123 for ambulance, 180 for fire, 122 for police and 126 for tourist police. Save these numbers on the handset and in an offline note. The page identifies services but does not state that a data-only eSIM can place a cellular emergency call. If the travel line supplies data only, keep a working voice-capable line or another practical way to ask a nearby person or hotel desk to call.

For imported-phone questions, NTRA's January 2026 notice lists 15380 as the Telephony hotline. SIM activation and bundle questions belong with your operator. An IMEI or device-fee query differs from failed SIM registration, exhausted data or a missing QR profile. Keep the passport and purchase receipt available for a shop visit.

Emergency calls: Many travel eSIMs carry data only, and a data-only profile may not place a normal phone call. Keep a voice-capable SIM for emergencies, such as your home SIM or a local plan, and save the local emergency number from this guide.

## Questions

### Can a tourist use a personal phone in Egypt without paying an import fee?

NTRA and Customs say the exemption for tourists' phones continues for 90 days. A longer stay or a different entry status needs its own check with the authorities.

### Must visitors register their phones at airport customs?

NTRA says the previous airport customs registration for personal phones was cancelled. Its Telephony app and hotline handle questions about devices subject to the current fee system.

### Can a foreigner buy an Egyptian SIM with a passport?

NTRA requires an original valid passport and a residency document at an operator branch. Its page does not clarify what counts as residency evidence for a short-stay tourist, so ask the shop.

### Is Orange Egypt eSIM available to tourists?

Orange says tourists are eligible, but its FAQ also mentions valid residence for foreigners. A new line requires an Orange shop visit; ask what documents that branch accepts.

### Does Egypt have 5G?

NTRA says commercial 5G service launched in June 2025. Coverage and access depend on the location, device and selected tariff; check the operator for your route.

### Which emergency numbers should be saved?

UK travel advice lists ambulance 123, fire 180, police 122 and tourist police 126. Do not assume a data-only eSIM includes voice calling.
