Mobile data is useful for a Kenya trip that moves between Nairobi, the coast and a wildlife itinerary, but the first decision is how to register a local line and keep the phone usable. Kenya's published subscriber rules recognise a foreign visitor's passport, while Airtel's eSIM procedure involves an operator shop. Coverage figures and drive tests help frame expectations, yet neither guarantees a signal at a particular lodge or road stop.

## Register a Kenyan line with the correct document

The Communications Authority's 2025 subscriber-registration regulations list a valid passport or Foreign National Registration Certificate as identification for a foreigner. That is the clearest official basis for preparing to buy a local SIM. Carry the original passport used to enter Kenya and expect the provider to verify subscriber details before activating the number. A passport being accepted by regulation does not mean every online checkout can complete a foreign visitor's identity check, so confirm the operator's purchase channel in advance.

Airtel's eSIM page tells customers to visit an Airtel shop with original identification. The 2025 regulation establishes a foreigner's passport as a valid category, but the eSIM page does not describe a fully remote tourist purchase. Ask the shop whether it can create a new prepaid line as an eSIM, what payment methods it accepts and whether the phone must be present for the QR installation.

## Check the EID before visiting an Airtel shop

Airtel says to dial *#06# and look for an EID to check whether a handset can hold an eSIM. Its documented activation path is a visit to an Airtel shop, where staff help set up a QR profile. The same page says an original identity document is needed for an eSIM upgrade. An EID establishes that a device has eSIM hardware; it does not show that the phone is unlocked or that a particular imported model will work on every Kenyan frequency. Check the handset's lock status with its current provider before departure.

If the plan is to preserve a home number for bank messages, use the handset's SIM manager to label the lines and set the Kenyan profile as the intended data line. Airtel describes a phone holding a physical SIM and an eSIM, but the number of active profiles depends on the handset. Keep a Wi-Fi connection and the shop's support details available while scanning the QR. Test a page and a call with the new line before discarding any packaging or leaving the counter.

Use Airtel's linked shop finder to choose a branch near the arrival route. Its page does not confirm an airport counter or that an old QR can be reused after changing handsets.

## Choose data by validity, then set a renewal reminder

Airtel's Amazing prepaid tariff page lists daily, weekly and monthly data bundles bought with *544# or the My Airtel app. At the time of checking, the operator listed 1.5 GB for seven days at KSh 100 and 5 GB for seven days at KSh 250. Its monthly table listed 8 GB for 30 days at KSh 500. These are operator-published prices and shapes, not an assurance that a checkout or promotion will be identical when the traveller arrives. Read the live menu before paying, especially if the trip crosses two bundle periods.

The same Airtel page says specified bundles include a separate daily WhatsApp benefit and explains which renewal choices extend validity. That named allowance is not the same as general data for maps, uploading documents or browsing. Airtel also states that out-of-bundle use can be charged from airtime and that the Amazing bundles do not apply while roaming. Record the expiry date and check the remaining balance before a long transfer rather than waiting for navigation to fail.

Airtel's Smarta offers combine data, minutes and SMS. At the time of checking, its weekly Smarta 300 offer listed 3.5 GB with voice and texts for KSh 300. A combined pack may suit a traveller who needs to call a lodge or driver; confirm the tariff on the newly registered number before paying.

## Use regulator tests as evidence, not a lodge guarantee

The Communications Authority's 2024–25 quality report says it carried out end-to-end mobile tests in all 47 counties. Its national drive-test result was 90.36% for Safaricom, 76.47% for Airtel and 47.94% for Telkom Kenya against its 80% target. Those are results for the regulator's defined test measures and period, not data speeds or a promise about a specific stretch of highway. They give a stronger comparison than an unsupported claim that any one operator works everywhere.

The report says Safaricom met the regional test target in each of five county clusters, while Airtel met it in two and Telkom in none. It also includes customer-experience survey results, a different measure from the drive tests. A traveller moving from Nairobi towards a national park or a coastal town should therefore check each operator's current coverage map for the exact overnight stops, ask accommodation about a working connection and download route maps before leaving a reliable signal.

The Authority also describes 4G population coverage as widespread, but that does not mean every conservancy, marine route or road has a signal. Keep tickets and emergency contacts offline.

## Read the current KRA distinction for visitor phones

Kenya Revenue Authority's device-registration FAQ distinguishes visitors using a foreign roaming number from those buying a Kenyan SIM. It says devices on roaming foreign numbers do not need its declaration process, while visitors buying a local SIM will have a support process to facilitate device compliance on the network. The FAQ also says short-term tourists are not intended to face an additional financial burden for personal devices. These are KRA explanations, not a promise that every handset will attach without a question at customs or an operator counter.

An earlier KRA public notice told passengers to declare IMEI details for mobile devices intended for use in Kenya on the F88 form. Because the later FAQ gives a more specific distinction for tourists, check the current KRA and operator instructions before travel if a Kenyan local SIM is central to the plan. Keep the phone's IMEI available by dialling *#06# and distinguish a personal handset from devices imported for sale. Do not infer a universal tax or exemption from a short summary of the rules.

If a phone is refused service after the local SIM is registered, ask the operator to check identity registration, lock status and device compliance before buying another bundle. A foreign roaming line and a Kenyan line may have different treatment under KRA's explanation, which is especially relevant for a visitor deciding between retaining a home plan and obtaining a local number.

## Confirm roaming separately and save 112 and 999

Airtel's Kenya roaming page describes separate prepaid roaming options and country lists. Its Smarta terms say the domestic bundle resources do not apply while roaming. Therefore a Kenya bundle should not be assumed to carry its full allowance into Tanzania, Uganda or another stop on an East African itinerary. Confirm the destination, partner network, price and activation route on the actual line before crossing; keep offline border directions and an alternative way to contact accommodation if the phone does not join the next network.

The Communications Authority's numbering plan lists 112 and 999 as Kenya's national emergency numbers, assigned to the National Police Service and operational across network operators. Save both and retain a voice-capable line for a safari, coast excursion or road transfer. The numbering plan does not state that a data-only eSIM can place a conventional emergency voice call, so a data connection alone should not be used as the emergency-call plan.

Before flying, check passport validity for SIM registration, the phone's EID and lock status, the operator shop location and the first night's offline address. In Kenya, finish identity verification and test the new line before a remote trip. Keep the original passport accessible for any operator visit, and make a note of the bundle's expiry and support channel so a top-up problem does not become a navigation problem.

Emergency calls: Many travel eSIMs carry data only, and a data-only profile may not place a normal phone call. Keep a voice-capable SIM for emergencies, such as your home SIM or a local plan, and save the local emergency number from this guide.
