A working connection in Niamey does not establish coverage across Niger's long desert routes. ARCEP identifies four licensed mobile operators, while Moov Africa Niger and Zamani publish useful prepaid details online. The regulator also records a formal identification rule for buyers of mobile and internet services. Check the latest travel advice before arranging a line: the UK government currently advises against all travel to Niger and reports limited phone signal outside the capital.

## Identify the operator before choosing a line

ARCEP's third-quarter 2025 observatory names Celtel Niger, Moov Africa Niger, Niger Telecoms and Zamani Com as the four licensed mobile operators. The report uses Airtel as Celtel's consumer name in its charts. Its market figures do not identify a visitor package, price or registration route, so ask an Airtel shop for the current terms.

Zamani says it was formerly Orange Niger. A traveller using an old guide that still says Orange should search for Zamani's current branding and #225# service menu. The operator describes its own 4G+ network and sales points; neither guarantees reception at a particular address.

Moov's consumer site distinguishes daily, weekly, monthly and night data bundles. For an arrival in Niamey, compare the period that matches the stay and ask which SIM format the shop can issue. Neither Moov's cited bundle page nor Zamani's cited customer pages establishes that a new foreign visitor can activate an eSIM remotely. Keep a physical SIM option available and do not delete a working home profile while checking.

## Take identity documents to the SIM seller

ARCEP publishes Decree 2020-331 under the title identifying buyers and users of mobile telephone and internet services. The public listing confirms that identification is a regulated part of obtaining service; it does not itself explain the document list for a foreign visitor. Bring a valid passport to an operator shop and ask staff to confirm which document they accept, how the line is registered and when it becomes usable. Do not treat the ability to buy airtime as evidence that a new SIM has passed registration.

Moov's bundle page starts with purchase codes for an existing line, not a complete application for one. Budget time for an in-person identity check before attempting a USSD purchase, and keep a hotel address and meeting contact offline.

The pages cited here do not describe a handset (IMEI) registration or customs rule for visitors. If bringing several handsets or staying long term, ask the operator and Nigerien customs for the rules that apply to the actual devices before relying on a local SIM.

## Read Moov's validity period as well as its gigabytes

At the time of checking, Moov Africa Niger's own page listed 1.5 GB for 1,000 CFA francs valid for 24 hours, 3 GB for 2,000 CFA francs valid for seven days and 6.2 GB for 5,000 CFA francs valid for 30 days. It also listed a 17 GB monthly option for 10,000 CFA francs. These are operator-published offers, so verify the live USSD menu before paying. The page gives a separate dial code for each.

The same page lists night bundles valid from midnight to 06:00, including 3 GB for 500 CFA francs at the time of checking. A cheap night allowance should not be mistaken for data available on a daytime journey.

Moov's Prestige page combines data with domestic calls and SMS. It listed 130 minutes to all networks, 40 SMS and 800 MB for seven days at 2,000 CFA francs at the time of checking. If a traveller needs a local voice number for hosts or ordinary calls, compare that mixed bundle with a data-only pack and confirm what the shop actually activates.

## Use Zamani's own balance and recharge channels

Zamani's My Zamani terms describe balance checks for voice and data, the expiry date of subscribed offers, internet-pass purchase and activation of operator bundles. The terms also say the app requires a compatible phone and internet access. Install it while connected, then look for the actual validity and balance of the activated line. The app's general feature list does not prove that every payment method or bundle is available to a visitor account.

Zamani Cash describes a separate #144# mobile-money menu for credit and internet recharges, with an SMS confirmation after a transaction. This is an option for a customer who has access to Zamani Cash; it is not proof that a foreign visitor can open that wallet immediately. Zamani's value-added services page lists #225# as its list of USSD codes and 222 for customer service. Write these down before leaving a shop if an initial top-up fails.

The Zamani value-added services page includes a Niamey pharmacy-on-duty lookup by texting PHARMA to 136, priced at 50 CFA francs at the time of checking. It is an operator service, not an emergency dispatch number.

## Do not turn a national coverage figure into a route promise

ARCEP's third-quarter 2025 observatory reports different geographical and population coverage measures for each network. Its table puts Celtel at 31.8% of territory and 87% of population, Moov at 35% and 57%, Niger Telecoms at 42.06% and 48.073%, and Zamani at 29% and 87%. These are regulator-published measures from the report, not a map of usable 4G at a particular stop. The table is headed 'décembre 2025' even though it appears inside the third-quarter 2025 report, so treat its date with care.

The UK Foreign Office says rural and desert areas can lack phone signal. It also says foreign nationals travelling outside Niamey require government permission and a Nigerien security or military escort, and currently advises against all travel to Niger. Consult the full current advice before planning any movement. A downloaded map and a saved contact may remain usable without data, but neither can summon help where the phone has no service.

For a route that is permitted and organised, ask the people responsible for transport about connectivity at specific stops. Test the selected operator in Niamey before relying on it, and save the next address, contact number and meeting arrangement locally on the phone. A second network can sometimes provide a separate fallback, but ARCEP's headline coverage percentages do not show whether two operators serve the same stretch of road.

## Keep a voice route available on arrival

The UK government's Niger help page lists 15 for an ambulance, 18 for fire and 17 for police. Save them with the address of the place where you are staying. A local mixed voice-and-data package, such as Moov's Prestige bundles, includes calling minutes while the line is active. Retain a working voice-capable SIM and know which profile the handset selects for calls.

If retaining a home number for verification messages, label the home and Niger lines and select the intended one for mobile data. Check the home operator's Niger roaming rates before leaving data roaming on that profile. Moov's international tariff page lists charges for calls placed from Niger to several neighbouring countries, which are outgoing international calls, not an inbound roaming pass for visitors. A local data balance should not be assumed to follow the phone into Nigeria, Benin or Burkina Faso.

The UK Foreign Office describes possible short-notice disruption on the road between Diori Hamani International Airport and central Niamey and advises checking with the airline. Save travel documents and an onward contact offline before departure. The operator pages cited here do not describe an airport SIM counter or public terminal Wi-Fi, so plan an arrival route that does not depend on either being available.

Emergency calls: Many travel eSIMs carry data only, and a data-only profile may not place a normal phone call. Keep a voice-capable SIM for emergencies, such as your home SIM or a local plan, and save the local emergency number from this guide.

## Questions

### Which mobile operators does Niger's regulator list?

ARCEP's third-quarter 2025 report lists Celtel Niger, Moov Africa Niger, Niger Telecoms and Zamani Com. Celtel's consumer brand is Airtel, while Zamani was formerly Orange Niger.

### Is a passport required for a Nigerien SIM?

ARCEP publishes a decree on identifying mobile-service buyers and users, but its public listing does not give a foreign visitor document list. Take a valid passport to a shop and have staff confirm the current registration requirements.

### Can a visitor order a Nigerien eSIM online before flying?

The official operator pages checked for this guide did not establish a remote tourist eSIM activation route. Ask the chosen operator directly and keep a physical SIM fallback.

### What does Moov charge for a weekly data bundle?

At the time of checking, Moov listed 3 GB for 2,000 CFA francs and 5.2 GB for 3,000 CFA francs, each valid for seven days. Confirm the live USSD offer before buying.

### How can a Zamani customer check a data pass?

Zamani's My Zamani terms describe offer balances and expiry dates. Its main service menu is #225#, and its profile lists customer service on 222.

### Will mobile data work outside Niamey?

Do not assume so. The UK Foreign Office describes lack of signal in rural and desert areas and currently advises against all travel to Niger. ARCEP's national coverage percentages are not route-level guarantees.

### What are Niger's emergency numbers?

The UK Foreign Office lists ambulance 15, fire 18 and police 17. Save them with the accommodation address.
