# Serbia travel eSIM guide

> Plan Serbia data around passport-based prepaid registration, Yettel tourist SIM and eSIM terms, RATEL route measurements and Balkan roaming limits.

Serbia has local prepaid visitor products, including an online eSIM, but the number must be registered before ordinary use. The most useful comparison is between the tariff's domestic allowance, its separate Western Balkans quota and the network available on the actual road or rail journey. Check these before leaving Belgrade for another city or border.

## Register the line before expecting normal service

Yettel's Serbian registration guidance says prepaid registration is compulsory. For a foreign visitor without Serbian temporary or permanent residence, it accepts a passport or an identity card issued by a state whose citizens may enter Serbia using that card. The operator offers registration through its app, website or a Yettel shop. Bring the original document and verify that the name matches the purchase details. A line that displays signal bars is not necessarily ready for browsing: Yettel says unregistered prepaid traffic is restricted to emergency services and operator contact. Complete the identity step before leaving a shop or relying on a QR code during onward travel.

The Yettel page says newly activated numbers can access the registration channels for 30 days, after which unregistered numbers are deactivated. That is a limit for completing registration, not a free period of normal service. Registration also matters if a SIM is lost, because the operator says a registered customer can replace a card and retain the number. A local voice number can be helpful for calls and SMS, while a travel data profile can serve navigation without providing a Serbian number. Decide whether any accommodation, transport or account verification needs a local SMS before buying a data-only product.

## Compare Yettel's physical tourist card with its online eSIM

Yettel's English tourist mobile-internet page showed a physical SIM with 50GB for 30 days at 1,399 dinars at the time of checking. It separately listed 3.5GB for Western Balkan use and a stated maximum speed, so the cross-border allowance is not simply the full Serbian allowance. The page says to register the prepaid number first and then text START to 9000 to activate the data package. Confirm current stock and terms at the named Yettel locations; the price and promotional volume can change. Ask whether ordinary voice calls are included, since the page is specifically a mobile-internet offer.

Yettel also sells an online prepaid eSIM in different day lengths. Its product description says registration and installation precede data use, and that the validity clock runs from installation on the device. That timing matters to someone scanning the eSIM days before a flight. The operator calls the data unlimited but explains a 1TB full-speed threshold and reduced speed thereafter; treat this as Yettel's tariff description, not unlimited full-speed data. It says voice use needs credit or a prepaid add-on. Choose this route only after confirming that the handset accepts eSIM and that the purchased duration covers the whole stay.

## Use RATEL measurements for the journey beyond Belgrade

Serbia's telecom regulator RATEL offers a time-referenced coverage map by operator and mobile technology. Its separate benchmarking portal lets users compare measured voice and data performance by place and service. RATEL says its 2023 drive testing covered 55 cities, 17,000 kilometres of roads and 1,600 kilometres of railway in both directions. These are historical measurements, not a promise of current reception on a specific train. They are still useful for choosing which network to investigate for a Belgrade to Novi Sad, Niš or mountain itinerary, alongside a current operator coverage map.

Check the exact route and overnight stops, not merely the city where the line was sold. Distinguish a map of predicted radio coverage from a measurement made on a particular date; buildings, terrain, the train carriage and the handset can change the result. Save tickets, meeting addresses and offline maps before a long ride. If uninterrupted data matters, confirm which underlying network each proposed eSIM can use. A second profile on the same Serbian network will not help much when that network has no signal. Test the connection outside station Wi-Fi before beginning a leg where a top-up would be difficult.

## Separate regional roaming from EU rates

The Regional Cooperation Council says the Western Balkans roam-like-at-home arrangement began in 2021 for the participating regional economies. For a Serbian line, neighbouring Albania, Bosnia and Herzegovina, Montenegro and North Macedonia can therefore sit in a different roaming category from Hungary, Croatia, Bulgaria or Romania. The arrangement is subject to the actual domestic tariff's roaming and fair-use terms. Yettel's physical tourist offer lists only 3.5GB for Western Balkan use, despite its larger domestic data amount; the online eSIM page likewise gives a distinct regional quota for each duration. Read the quota before crossing rather than relying on the word 'regional'.

The European Commission proposed negotiations in February 2026 to bring Western Balkan partners into the EU roaming regime. That proposal does not make an EU subscriber's ordinary domestic allowance valid in Serbia. Check the home operator's Serbia rate before enabling data roaming on a home SIM. Yettel's separate prepaid roaming page groups several EU neighbours outside its Western Balkans category and says prepaid roaming requires sufficient credit. If travelling by road across multiple borders, check each country in the tariff, keep expensive data roaming disabled and select the intended profile after the phone changes networks.

## Keep the registration and recharge route accessible

Yettel says prepaid credit can be topped up through its website, app, paper vouchers, shops and selected retail points. A visitor who needs to extend the online eSIM's day count should note that the operator directs extensions through its app, while adding voice calls requires credit or an add-on. Set up the account and payment method while connected. Save the prepaid number, the exact end date and a copy of the registration confirmation. If the line is used for an accommodation or train contact, the number should remain reachable after the data bundle expires only according to its ordinary prepaid balance and expiry rules.

At Belgrade arrival, install the profile using a connection that can retrieve the QR code and finish the required identity check. Before leaving for the city, turn off any borrowed Wi-Fi and load a page through mobile data. If the profile connects but cannot browse, check the operator's activation SMS and balance before buying another plan. Carry offline directions to the accommodation, particularly if the landing is late. If keeping a home SIM for bank codes, ensure that mobile data is assigned to the Serbian profile and review call and text roaming charges on the home line before using them.

## Save the operational emergency numbers

Serbia's Ministry of Information and Telecommunications named 192 for police, 193 for fire and emergency response, and 194 for ambulance in a 2024 statement. It described a unified 112 service as a later phase then being developed. Older government pages had already mentioned 112, so rely on the ministry's specific operational service numbers and verify local advice on arrival rather than presenting 112 as an assured single entry point. A data-only eSIM offer does not by itself promise ordinary voice calling. Keep a working voice-capable line or another means of contacting help, and store the address and municipality of the place where help might be needed.

Yettel says an unregistered prepaid number can still contact emergency services, but that is no reason to delay registration: ordinary data and calls remain restricted. Before an overland journey, check the chosen plan's Serbian validity, any separate Balkan quota and the date that a new eSIM installation starts its clock. Keep route details offline, a charged phone and the original identity document used for registration. These simple checks are especially valuable where a phone may change networks near a border or where a long road journey passes outside reliable mobile coverage.

Emergency calls: Many travel eSIMs carry data only, and a data-only profile may not place a normal phone call. Keep a voice-capable SIM for emergencies, such as your home SIM or a local plan, and save the local emergency number from this guide.

## Questions

### Can a tourist register a Serbian prepaid SIM with a passport?

Yettel says a foreign visitor without Serbian residence can use a passport, or an accepted national identity card where that document permits entry to Serbia. Complete registration before relying on ordinary service.

### What happens if a Yettel prepaid line is not registered?

Yettel says ordinary traffic is restricted to emergency and operator contact, and a new number left unregistered after its registration window can be deactivated.

### Is Yettel's tourist SIM the same as its online eSIM?

No assumption should be made. The physical tourist mobile-internet page lists a 30-day bundle, while the online prepaid eSIM has day-based durations and a validity clock tied to installation. Read the selected product's terms.

### Does unlimited eSIM data mean unlimited full-speed data?

Yettel describes a 1TB full-speed threshold with reduced speed afterwards for its online prepaid eSIM. Treat that as the operator's stated fair-use condition and check the current checkout.

### Does EU roam-like-at-home cover Serbia?

Do not assume so. The European Commission proposed negotiations in 2026; check your home operator's Serbia rate before enabling data roaming.

### Can a Serbian tourist SIM be used in Montenegro?

Yettel's tourist offer lists a separate Western Balkans data quota. Check the exact amount, eligible countries and remaining balance before crossing.

### Which emergency numbers are operationally listed?

The Serbian telecom ministry named 192 for police, 193 for fire and emergency response, and 194 for ambulance. Keep voice-capable contact because a data-only eSIM does not itself promise calling.
