Turkey's device registry changes the calculation for a long stay with a phone brought from abroad. A short visitor can use an unregistered imported handset within the regulator's stated 120-day window, while a longer stay may require registration and a substantial fee. Local tourist numbers are available from Turkcell and Vodafone as physical SIMs or eSIMs, but their identity and activation routes differ. Keep the device rule separate from the length of a prepaid package.

## The 120-day clock belongs to the phone

BTK says a phone brought from abroad can be used for 120 days without IMEI registration; after that, an unregistered device is closed to Turkish networks. Its short-stay FAQ gives the same rule. The e-Devlet help centre says use without registration lasts up to 120 days from first use, while registration must be completed within 365 days of entry. The longer application window does not promise service beyond day 120.

Dial *#06# for the IMEI and use BTK's linked e-Devlet inquiry to check its status. BTK says a device registration prevents another registration in that year and the following two, with entry-date conditions. Check eligibility before a long stay.

BTK's current guidance makes no broad exemption for foreign roaming lines, so do not plan a long stay around one. A second SIM slot is no reset: its December 2025 notice describes checks on paired IMEIs and removal of a registration if the numbers belong to different phones.

## When a longer stay makes registration relevant

The Turkish Trade Ministry lists a 54,258-lira phone usage permit fee for 2026. This official figure applies to registering an eligible passenger-brought phone, not to buying a tourist SIM. The ministry says the fee is paid before IMEI registration through a tax office or authorised bank. Recheck the amount and eligibility before payment, especially across a calendar year.

BTK describes checking registration entitlement through e-Devlet or its consumer line 120, paying the fee and completing the application. Payment alone does not finish registration: confirm the final e-Devlet step. BTK's FAQ still shows a 2020 fee example, so this guide uses the Trade Ministry for the current amount. Ask BTK about the route if you lack the required e-Devlet credentials.

For a holiday well within 120 days, buying a Turkish number does not itself trigger the device fee on arrival. For prolonged use, keep entry records and check IMEI status; renewing a data package does not change the phone's registration status.

## Turkcell: order ahead, verify a chipped passport

Turkcell offers its tourist line as an eSIM or physical SIM. Its online application asks for a valid passport, personal and contact details, and expected arrival, then verifies email and phone before card payment. Applications are accepted for arrivals within 90 days. The checked page has no readable package price, so use the live checkout.

The fully digital route requires both an eSIM and NFC-capable handset plus a biometric, chipped passport. Turkcell says its app scans the passport, reads its chip by NFC, performs a liveness check and records contract consent by video. It asks for the Turkish stay address during activation. The installed profile becomes usable after arrival, when the app's entry check permits activation. This can spare a store visit, but a traveller who cannot complete the passport chip or video step should retain a working connection and a store fallback.

Turkcell also allows store activation within 90 days of application, with either SIM format. Only a valid passport qualifies for its tourist line; national ID cards do not. The operator lists app top-ups and domestic-only use. Its widest-coverage and 300 Mbps statements are its own claims.

## Vodafone: a shop-issued tourist line with calls and SMS

Vodafone Turkey offers a visitor line as either a physical SIM or an eSIM from its shops, including airport shops. Its online interest form asks for a passport number, destination city and contact details, but the page says collection and activation take place at a Vodafone shop. Do not confuse submitting that form with having a working eSIM in the handset. Have the passport ready and ask the desk to confirm the package, its start date and the line number before leaving.

Vodafone advertises a Welcome to Turkey pack with 20 GB of domestic data and 750 minutes. Its overview says 250 SMS, while a later FAQ says 1,000 SMS for the same pack. Confirm the actual allowance at the counter. The FAQ states 28 days of validity. Its marketing also names messaging apps, but verify their eligible-traffic terms if that matters.

Vodafone says the tourist line deactivates after 60 days unless the customer changes tariff first. That line deadline is distinct from BTK's 120-day imported-phone rule; note both on a long journey.

## 4.5G conditions from Istanbul to the interior

BTK describes Turkey's 4.5G service as an LTE-Advanced mobile connection and says a compatible phone, SIM, subscription, suitable settings and a coverage area are needed. It cautions that possible speeds depend on the handset, location, base station, network load and infrastructure. A number or headline speed is therefore a poor substitute for checking the route from Istanbul to Ankara, Cappadocia or a coastal town. Download tickets and an offline map before a long coach or rail leg.

Turkcell claims wide national coverage, without a street-level guarantee. Ask accommodation about reception at a remote address and do not infer tunnel or valley signal from a city test.

Both Turkcell and Vodafone packages described here are domestic visitor products. Turkcell expressly says its tourist package is valid only inside Turkey. If a route continues by land into Georgia, Greece or Bulgaria, check the home line or a separate roaming product before the border. A remaining Turkish data balance is not evidence that the package will work in another country.

## Getting online at the airport and through Istanbul

Turkish Airlines advertises free, unlimited TK WiFi at Istanbul Airport, with login by Miles&Smiles membership or flight details. It can help retrieve an eSIM order before mobile activation; save flight details offline for login. The airline lists TK WiFi in its domestic private lounges at airports including Antalya, Ankara and Izmir, which does not establish the same service throughout each public terminal.

For Istanbul's public transport, the official İstanbulkart Mobile page says the app can load a card balance and make QR payments across the city's public transport. The current municipal announcement also warns of imitation websites and directs users to the official app or istanbulkart.istanbul. Arrange the payment account and test it while connected, particularly if the first journey uses the metro, tram or ferry. A physical card and staffed ticket options may suit travellers who do not want to depend on a newly activated phone.

Before departure, check eSIM support and save purchase details offline. Label home and Turkish profiles on a dual-SIM phone. Turkcell says its eSIM can coexist with a home number; check home roaming charges before leaving that line active.

## Keep a voice route to 112

Turkey's Interior Ministry presents 112 as the single emergency number, covering police, fire, medical help and other emergency services. Save 112 and the next accommodation address before leaving an airport or intercity station. A local tourist line with included calls provides a normal voice route while its service is active. A data-only travel eSIM may not supply ordinary voice calls; its product terms must answer that question. Neither a map app nor internet messaging proves that an emergency voice call can be placed.

At purchase, note the package start, the tourist line's expiry and the phone's BTK registration window. Test Turkcell's app entry check or a Vodafone call and SMS while support is near. Our Turkey plan page offers another data route to compare.

Emergency calls: Many travel eSIMs carry data only, and a data-only profile may not place a normal phone call. Keep a voice-capable SIM for emergencies, such as your home SIM or a local plan, and save the local emergency number from this guide.

## Questions

### Must a short-stay visitor register an imported phone?

BTK says a phone brought from abroad can be used for 120 days without IMEI registration. Its short-stay FAQ gives the same rule; check status if a longer or repeated stay is planned.

### What is the official 2026 IMEI registration fee?

The Turkish Trade Ministry lists 54,258 lira for 2026 for the passenger-brought phone usage permit. Check current official amounts and entitlement before paying; this is separate from a tourist SIM price.

### Can Turkcell tourists buy an eSIM before arrival?

Yes. Turkcell accepts applications for arrival within 90 days. Its app activation needs an eSIM and NFC-capable phone plus a chipped passport; a store can activate a physical SIM or eSIM instead.

### Does Vodafone issue its tourist eSIM online?

Vodafone offers an online interest form, but says the tourist physical SIM or eSIM is collected from a Vodafone shop, including airport locations.

### How much SMS is included in Vodafone's welcome pack?

Vodafone's own page conflicts: its overview says 250 SMS while a later FAQ says 1,000. Confirm the allowance on the actual pack at the shop before paying.

### Does a Turkish tourist package follow me across a border?

Turkcell says its tourist package is valid only inside Turkey. Arrange separate roaming or local data before continuing to a neighbouring country.

### Which number should I use in an emergency?

Turkey's Interior Ministry identifies 112 as the single emergency number. Keep a voice-capable line, because a data-only eSIM's description does not establish emergency voice calling.
