Connectivity in Ukraine has an unusually direct safety role. ## Check the new EU roaming arrangement

The European Commission says Ukraine joined the EU Roam Like at Home area on 1 January 2026. An eligible EU subscription with roaming can therefore be used for calls, texts and data in Ukraine under the scheme's domestic-rate rules, subject to the normal fair-use conditions and the provider's plan terms. This is a significant change from older guidance that treated Ukraine as an ordinary out-of-area roaming destination.

Check the home provider's Ukraine country listing and data allowance before leaving. A British, Swiss or other non-EU plan does not gain EU roaming rights simply because the handset connects to a Ukrainian network. ## Compare the local eSIM routes

Ukraine's three major mobile operators named by its government are Kyivstar, Vodafone Ukraine and lifecell. Kyivstar's eSIM page offers a new digital SIM and a process for moving an existing Kyivstar number. Vodafone's eSIM page says a new eSIM can be bought with a prepaid or contract tariff through its site, My Vodafone app and shops. lifecell's online shop lists eSIM starter products and lets customers choose an eSIM when selecting a new number.

The lifecell number-choice page says a QR code for a selected eSIM is sent by email, and the reservation must be activated within 72 hours. That procedure is a specific number-choice service; it should not be generalised to all lifecell packs. Vodafone's page includes its own compatibility check and activation steps. Confirm the exact product, billing period and identity requirements with the chosen operator before paying, especially if using a foreign passport or card.

## Know what national roaming can and cannot fix

Ukraine's government announced national roaming between Kyivstar, Vodafone Ukraine and lifecell after the 2022 invasion. Its instructions say a customer whose own network is unavailable can disable automatic network selection and try another available operator. The government specifically advises testing calls and SMS after switching and returning to the home operator when possible. Its regulator warned that a shared fallback can be heavily loaded and affect service quality.

Trying Kyivstar, Vodafone UA or lifecell may help where one network is unavailable. It will not overcome a wider power or infrastructure failure. ## Set up air alerts and shelter information

Lviv's regional military administration recommends the Air Alert app because sirens may not be heard in every location. Its guidance says the app receives alert information from regional administrations, lets users choose a region or district, and can notify even when the phone is set to silent if permissions are correct. Set the relevant location and notifications before moving to a new town; an app installed without permissions is not a reliable alert channel.

Ukraine's State Emergency Service says people should identify a nearby shelter in advance and follow official instructions when an air alert sounds. It explains that the Diia app can hold an offline shelter map for a region. Download that map while connected, note a physical shelter location near the accommodation, and follow local authorities when an alert occurs. Phone data and push notifications are useful layers but can fail during an outage.

## Keep rail and border information available offline

Ukraine's airspace is closed, according to UK travel advice, so an essential journey cannot plan on a flight into the country. Ukrainian Railways provides its own booking site and mobile app, where it says passengers can see trips, availability and tickets for conductors. Check the train and border route with the operator near departure, because security events and service disruptions can change it.

The railway's site shows train-delay information and links to ticket-status checks. Download or save the issued ticket and station details so they remain accessible if the app cannot refresh. The UK travel advice records a 2025 cyber attack that affected Ukrainian rail ticket purchasing, illustrating why a digital booking should have an offline copy and a support route. The same advice warns that border queues and documentation checks can change.

For a journey through Poland, Slovakia, Hungary, Romania or Moldova, verify the home SIM's terms in each transit country, including Ukraine's new EU roaming position. Keep the destination address, train number and passport accessible without a live app. A mobile line can help with changes, but a rail or border decision should be checked against current official service and government notices.

## Prepare for outages affecting more than data

UK travel advice describes a high-impact 2023 cyber attack on Kyivstar that interrupted mobile signal and internet access and also affected air alert apps, banks, cash machines and payment terminals. It also records the 2025 railway cyber incident. These are documented past events, not a prediction that a particular network is down today. They show why relying on one connected device for every ticket, payment and contact can be fragile.

The advice cautions that power cuts can make ATMs and card terminals unavailable. Keep an appropriate payment fallback and essential documents accessible without a cloud login. If the chosen operator offers an app for balance or top-ups, set it up in advance but retain a second way to contact support. A local line, EU roaming line and Wi-Fi each depend on infrastructure that could be affected by a wider outage.

## Save emergency numbers and keep a voice line

UK government guidance lists 101 for fire, 102 for police and 103 for ambulance in Ukraine. Save them with the address of the place where you will stay. Lviv's official regional site also publishes 112 as a hotline, but the exact service needed may depend on location and circumstances. A mobile data connection alone does not prove that a data-only eSIM can place ordinary voice calls or send SMS, so keep a verified calling route available.

Before travel, consult current government advice for the precise region. The UK government currently advises against all travel to parts of Ukraine and against all but essential travel to others. It says martial law remains in force, and officials' directions should be followed during emergencies. Check the location of a shelter and save the next transport information before moving.

If the local voice line loses its own network, the government's national roaming instructions describe trying another listed operator for calls and texts. That fallback is conditional on an available network. Do not make an emergency test call; test the ability to call an ordinary contact and check that the SIM remains charged and active.
