Choose from the operators actually serving Macao
The Macao Post and Telecommunications Bureau lists three licensed LTE operators: Macau Telecommunications Company, China Telecom (Macau) and Hutchison Telephone (Macau). Its frequency table shows 5G spectrum for the first two, while its separate operator count records three LTE operators and two 5G operators as of July 2026. This is a useful distinction when a shop advertises a fast connection: first check whether the specific card and handset can use 5G, then ask which local network the plan uses. The regulator's list describes network licences, not the availability of every prepaid product.
Take care with old shopping advice that names SmarTone Macau. SmarTone's own customer notice says it stopped providing Macao mobile service in November 2024 and directed existing users to CTM stores for replacement cards. Its archived pages still show old prepaid tariffs, but those are not current offers for a new visitor. When comparing a local card with a roaming or travel eSIM, use a present-day checkout page or ask a staffed operator outlet to confirm the price, validity and data allowance.
Register a Macao prepaid card before relying on it
Macao requires real-name registration of prepaid phone cards. The government explains that operators collect the subscriber's identity details and that registration can be done at a telecom shop or through an operator's electronic channel where available. An unregistered prepaid line can be suspended. Bring your passport or other identity document to a shop and allow time for the operator to verify it before assuming a newly bought card is ready for maps or messages. Ask the seller to show that activation has succeeded while you still have access to its counter and Wi-Fi.
The government notice describes the transition for cards activated before the law took effect in 2019; its old April 2020 deadline is historical, not a new deadline for today's visitors. The enduring point is that prepaid service is linked to a verified user. If your visit is short and you do not need a Macao telephone number, a pre-arranged data plan may avoid a local shop visit. Check its coverage list carefully: inclusion of Hong Kong or mainland China does not by itself prove that Macao is included.
Check 4G, 5G and voice compatibility
CTT says Macao's 3G networks have finished operating and asks users to check 4G or 5G support and enable VoLTE. This matters more than a handset's general claim to be a 5G phone: a voice call over the local line may need VoLTE, while mobile data needs support for frequencies the chosen operator actually uses. Before travelling, check the phone's exact model against the bands and roaming support given by your home provider or the local operator. Also confirm it is unlocked if you intend to insert a different operator's physical SIM or download its eSIM.
The regulator publishes operator frequencies rather than a simple promise that every handset will connect everywhere. Its table includes LTE and 5G allocations for CTM and China Telecom (Macau), and LTE allocations for Hutchison. CTT also runs quarterly mobile data tests in major areas, ports and shopping centres. Those results are reference averages at selected locations, not a guarantee for a hotel room, a ferry cabin or a specific handset. Keep an offline map or a saved address for the first border transfer in case your phone takes time to attach to a new network.
Plan data for the Hong Kong and Zhuhai crossings
Macao's tourism office describes ferry arrivals at Outer Harbour and Taipa, land access over the Hong Kong-Zhuhai-Macao Bridge, and the Border Gate route from Zhuhai. It also lists a cross-boundary bus from Hong Kong International Airport's SkyPier to the bridge's Macao port. These are distinct places to start a visit: download the route and hotel address before boarding because a plan sold for one side of a border may need a separate roaming allowance on the other side. A Hong Kong-only line should not be assumed to include Macao data, and a Macao line should not be assumed to work on the mainland.
At the bridge's Macao port, the tourism office lists buses 101X and 102X onward into the city. At Macau International Airport in Taipa, its route list includes AP1, MT1, MT4 and several other public buses. The Border Gate is listed as opening from 6 a.m. to 1 a.m., while the Macao Port Zone of Hengqin Port operates around the clock; check current entry and transport arrangements before a late arrival. If you need a working connection immediately after immigration, set up a plan whose published destination list explicitly includes Macao before you travel.
Use public Wi-Fi and keep data for moving around
Macao's tourism office points visitors to FreeWiFi.MO hotspots and its app for finding them, and says public libraries provide free internet facilities. These are useful fallbacks for checking a booking or activating a plan, though a hotspot is less convenient while walking between the peninsula, Taipa and Coloane. Save a map before leaving Wi-Fi. The office's transport page says public bus stop information is posted in Chinese and Portuguese and points to route resources; it also lists the Macao Taxi app for special radio taxis. Mobile data makes it easier to follow a route or request a taxi while away from a hotspot.
The tourism office says merchants accept several digital wallets, including WeChat Pay, Alipay, Apple Pay and Samsung Pay. Acceptance is merchant-dependent, so carry a payment method that still works if a wallet or network connection fails. If your plan is data-only, it will support internet-based messages and app functions once connected, but it does not give you a Macao voice number simply because an app works. Keep your home line available if it is needed for bank verification texts, and check its roaming charges before leaving data roaming enabled on that line.
Keep a voice route for emergencies
The Macao Public Security Police Force lists 999 for urgent help involving crime, fire or medical need. That is a telephone service, so do not rely on a data-only eSIM as your sole way to call it. The government page also lists an SMS emergency route for people who cannot make a telephone call, but an internet-only plan should not be treated as a way to send a standard SMS. Retain a working voice-capable line, know how your handset selects the line for calls, and save your accommodation address so you can give a location if you need help.
For less urgent visitor information, the tourism office publishes a tourism hotline at +853 2833 3000. The +853 country code matters if your handset is using a foreign number. Before flying, install an eSIM over stable Wi-Fi if that is your chosen route, keep the activation details available offline, and check whether it should be switched on before arrival or after landing. On arrival, test a map and a message before leaving the airport or ferry terminal. A second line is useful only when you know which one is handling data and which one can still make calls.
