Ooredoo visitor registration and airport purchase
Ooredoo sells tourist SIMs at airport stores and other outlets across Oman. Its page offers a physical Hala SIM or eSIM. Most foreign visitors need an original passport for verification; GCC nationals may present an original ID or passport. Bring the document itself and confirm the plan before registration.
Ooredoo states that its tourist line is valid for 30 days. The page says its included data, calls and SMS are for local use rather than roaming, while some included calling minutes may cover listed international destinations. Its online activation form asks tourist customers for the passport number used in the order; if online identity verification fails, it directs them to a store with original documents. A QR code or card received online therefore may still need a successful identity step before data works.
Omantel's passport and prepaid route
Omantel describes a Tourist eSIM Pack sold through outlets or partners with a valid passport. It lists *455# and its app for subscription. A new tourist SIM receives 1 GB local data valid for one day, while the line lasts 30 days from activation. Check the paid package separately.
Omantel says the tourist SIM is for local use and does not include roaming, even though its voice and SMS terms mention local and international use. The page allows re-subscription to a tourist plan and lists add-ons, including a seven-day night-data option and a daily data option. Confirm the exact hours and current price of any add-on on the purchase screen; 'night data' is not a general daytime allowance. Ask which tourist products can be issued as eSIM if your phone has no physical slot.
Vodafone's shorter visitor bundles
At checking, Vodafone's Visitor Plan 4 showed OMR 4 for seven days with 8 GB local data, 50 flexible minutes and 50 local SMS; Visitor Plan 10 showed OMR 10 for 14 days with 20 GB, 150 flexible minutes and 100 local SMS. Confirm international calling and other conditions at checkout.
Vodafone's visitor terms restrict these plans to non-residents and non-citizens and say they are for use within Oman. They also explain that after included data is consumed, data stops while calls may move to standard rates. A short Muscat stop may fit a seven-day plan; a longer Salalah itinerary needs the full date range checked before activation.
Digital setup still involves identification
Ooredoo includes Tourist, Hala prepaid and OPlus in its eSIM offer, with digital number and plan selection. Its activation form still asks for a tourist order's passport number and directs failed online verification to a store. Keep another internet connection, the order reference and original passport until activation succeeds.
Omantel says new Hayyak prepaid eSIMs can be requested through its app on a compatible phone. Its instructions ask for a copy of a passport, ID or residence card, a personal photograph, a signature and payment; an outlet can supply a QR code for setup. The general eSIM page describes Hayyak prepaid support but does not establish that every tourist bundle is selectable in the app. If the tourist-specific menu is absent, ask Omantel to issue the eligible product in an outlet rather than choosing a different plan by assumption.
Arriving at Muscat International Airport
Ooredoo sells its tourist product at airport stores, and Oman Airports advertises free Wi-Fi. Retrieve an eSIM order or activation message before leaving Muscat International Airport. Muscat Airport's detailed Wi-Fi page did not reopen consistently, so confirm access instructions on site rather than counting on a particular password method.
Before heading for accommodation in Muscat, save the address and a map that works offline. If buying locally, ask the shop to show that mobile data works, confirm the Omani number if the plan supplies one, and check the expiry date in the operator's app or account. Ooredoo offers a usage check through *555*377# or its app; Omantel lists the app and *455# for its tourist product. Keep your original passport reachable in case activation has to be completed at a different outlet.
Assess coverage for Dhofar and other governorates
Oman's telecom regulator publishes field surveys for Muscat, Musandam, Al Wusta, Ad Dakhiliyah and other governorates. A September 2026 release reported June measurements across Dhofar for Omantel, Ooredoo and Vodafone, covering data, voice and apps. The results describe tested places and dates, not every location in Dhofar.
For a drive to Salalah or a trip into Musandam, use the TRA material and the chosen operator's coverage tool before choosing a line. Omantel provides a map with selectable 2G, 3G and 4G layers; that page does not by itself show a 5G layer. Ooredoo's tourist page claims strong 5G coverage, but that is operator marketing, not a signal promise for a particular wadi, road or indoor room. Download route maps and accommodation details while connected in town.
Do not assume an Oman tourist line roams
Ooredoo and Omantel exclude roaming from tourist SIM data; Vodafone limits its visitor plans to Oman. Arrange another connection before crossing into the UAE or flying elsewhere in the Gulf, even if data remains. An Omani tourist plan is not automatically a GCC roaming pass.
If retaining a home number for bank codes, check the home provider's charges for Oman before landing and set the intended Oman or travel eSIM as the phone's mobile-data line. Keep data roaming off on any line whose rates you have not accepted. Verify whether the visitor bundle includes ordinary voice and SMS if you need local restaurant, hotel or transport contact; an internet-only plan does not supply that capability merely because messaging apps work.
Emergency calling and documents before departure
Royal Oman Police lists 9999 as its direct emergency line and describes its mobile app as a way to find a police station and view visa information. The official page does not say that an internet-only eSIM can make a conventional call to 9999. Keep a practical voice-calling route and record the name or coordinates of a remote destination before setting out; a data allowance alone is no evidence of emergency voice access.
Check the entry requirement for your nationality and save any relevant approval offline. The same passport used for travel is required by Ooredoo for most foreign tourist SIM customers and by Omantel for its tourist product. If you need data immediately, compare the local activation paths with our Oman plan page and test whichever line you choose while still in Muscat.
