Vodafone's country-only visitor bundle
Vodafone Portugal's travel eSIM page describes a Portugal-only prepaid bundle with 10 GB for seven days. It explicitly says this version does not allow roaming and includes neither calls nor texts. It will not cover a journey into Spain. Vodafone shops also sell physical SIMs. Its eSIM arrives by email for link, QR or manual installation.
The page still displays a promotional €10 price, but names 31 August 2026 as the promotion's end date. That price is unconfirmed; check the live checkout. Vodafone says the bundle's validity begins when the eSIM is activated and recommends installing it only when ready to use it at the destination. It also instructs users to enable data roaming for the installed eSIM. Check handset compatibility before ordering.
MEO Enjoy: calls in Portugal or data across Europe
MEO's Enjoy Portugal eSIM includes unlimited domestic data and 50 minutes for national calls, according to MEO's own offer page. At the time of checking it listed five days for €10, 15 days for €15 and 35 days for €35. MEO emails a QR code and installation instructions after payment. Its English terms say the online order asks for a name and email address; The Portugal version is restricted to Portugal.
MEO Enjoy Europe is a different product with set data amounts: MEO's page lists 5 GB for 15 days at €10 and 20 GB for 30 days at €20 at the time of checking. It lists Spain as eligible and says this version is data-only, although it can receive SMS. MEO says the Enjoy plan cannot be recharged: after its allowance or validity expires, the customer buys another eSIM. Its page says validity starts when the installed profile registers in an eligible destination, so QR preparation and first use are separate.
When an ordinary Portuguese prepaid line is better
A regular prepaid line is worth comparing if a Portuguese number, ongoing top-ups or national texts matter more than a fixed short-stay period. MEO lists its M Móvel range in both SIM and eSIM forms. Its online shop shows a Livre eSIM card at €2.50 at the time of checking and says it emails the QR code within an hour of payment. It includes €2.50 of domestic communications credit, not a large data bundle. Extra data bonuses depend on qualifying top-ups.
MEO's prepaid listing also shows a 50 GB mobile tariff with national minutes and texts; its page says the allowance is monthly and the charge is collected weekly after the initial free period. This differs from Enjoy Portugal's fixed duration. NOS says eSIM is available online and in its shops in mainland Portugal, Madeira and the Azores, subject to stock. Existing NOS customers can convert a SIM to eSIM through my NOS, iOS, a shop or customer support. Ask the shop to confirm the prepaid plan and activation requirements.
Crossing the Spanish border and EU roaming
An existing SIM from another EU or EEA country may already be usable in Portugal under the EU's roam-like-at-home rules for occasional travel. The European Commission says domestic calls, texts and data allowances generally apply when travelling within the covered area, subject to fair-use limits, particularly for unlimited or very cheap data. Check the home operator's terms. The EU rule does not override a product's ban on roaming.
Vodafone's Portugal-only seven-day eSIM expressly bars roaming. Its Portugal and Europe products have separate European data allowances and no included calls or texts; Vodafone's page lists the EEA and UK for those products. MEO's Enjoy Portugal also stops at Portugal, whereas Enjoy Europe lists Spain and other countries. For Galicia or Andalusia, compare the Spanish allowance. EU rules cover terrestrial networks; the Commission warns that ship or aircraft satellite networks are outside the normal roaming price protection.
Use the public coverage data for the actual route
Portugal's public data portal describes ANACOM's mobile-coverage dataset for mainland Portugal. It is based on operators' reports and includes a 100-metre grid with voice, SMS and maximum-download classes for 3G, 4G and 5G. The portal says ANACOM harmonises and validates the data, but also warns that mapped potential coverage is no guarantee of effective service at one address. Check the carrier and technology at rural stops.
That particular dataset is explicitly for mainland Portugal, so do not apply its cells to Madeira or the Azores. NOS separately says its eSIM is sold through its shops in those islands, subject to stock, but shop presence does not prove signal on remote trails. Check the chosen operator's island service map and save route information before leaving a town. Neither MEO's unlimited offer nor Vodafone's 4G/5G claim proves service across the Alentejo, Douro or island roads.
The first connection at Lisbon Airport and on CP trains
Lisbon Airport says its free, unlimited Wi-Fi is available around the airport. Choose _VINCI Airports WiFi, open a browser and accept the terms. Use it to retrieve a QR code or check a transfer. Vodafone says validity begins on activation. MEO starts validity on registration in an eligible network.
CP's app supports buying tickets for Alfa Pendular, Intercidades and several regional services, and it can show timetables offline after access. CP says some trains provide free Wi-Fi, with availability depending on the service, so check the specific train rather than assuming every seat has a connection. Download the app and ticket while online, then keep the booking accessible without data. Keep an offline e-ticket copy.
Keep calls and setup steps separate from data
Portugal's official emergency number is 112, according to the national electronic complaints and emergencies portal. It says the call is free and accessible throughout the country. Vodafone's visitor travel eSIM includes no calls or texts, while MEO Enjoy Portugal includes 50 national minutes and Enjoy Europe is described as data-only. The cited operator pages do not establish whether their data-only products can place an emergency voice call. Keep a voice-capable fallback and the first stay's address.
For an eSIM trip, check the phone's lock and eSIM compatibility, save the QR code offline and confirm the data line after activation. MEO advises selecting its eSIM as the data line and, for its international product, enabling data roaming; it also says an installed line may not become usable until it registers in the destination. Vodafone likewise instructs users to enable data roaming for its travel eSIM. Check home-carrier roaming charges if keeping that line active. Our Portugal plan page can be compared with these operator terms if a data-only travel option is preferred.
