Guadeloupe travel eSIM guide

Guadeloupe is an overseas department of France and part of the EU, so the first mobile question is whether a home plan roams as at home. SFR Caraïbe's own roaming page lists the places covered, including Guadeloupe itself, the Canary Islands, the Azores and Madeira, and explains the checks it may run to detect abuse. The island also has an active volcano, La Soufrière, watched by an observatory that has operated since 1950, and a distress number for the sea. This guide reads SFR Caraïbe's roaming and incident pages, the volcano observatory and the UK Foreign Office, and says where we could not read a page.

Where SFR says roam-like-at-home applies

SFR Caraïbe's page on European roaming says that since 15 June 2017 customers travelling in the countries it lists are billed at national rates, so calls, texts and data abroad cost what they would in the Antilles, as long as the plan is eligible. Its list includes Guadeloupe, Guyane, Martinique, Mayotte, La Réunion, Saint-Martin, Saint-Barthélemy and Saint-Pierre-et-Miquelon, the Canary Islands, the Azores and Madeira, the United Kingdom, Monaco, Andorra, Switzerland, San Marino and the Vatican, besides EU states and Norway, Iceland and Liechtenstein.

That is the operator's list, and it applies to SFR customers, not to every visitor's home plan. The page adds that these provisions do not apply to 4G mobile-internet plans whose data use is blocked outside the Antilles, so a data-only plan may not roam. A visitor from outside France should read their own operator's terms for Guadeloupe.

The abuse checks, and what an over-limit costs

SFR Caraïbe says it can check usage both in the Antilles and in other European countries, using billing data and three indicators: roaming consumption higher than local consumption together with a longer presence in other European states than at home, observed for at least four months, a long inactivity of the SIM with frequent or exclusive roaming use, and the serial activation of several SIM cards in roaming. In cases of abuse, it may bill at the legal rates.

For overruns in European roaming, the page says calls and texts are billed at the local out-of-plan rate up to 0.206 euros including tax a minute and 0.065 euros a text, and that mobile internet above the included volume is either blocked, with the option to top up, or billed at the local out-of-plan rate up to 0.021 euros including tax per megabyte. For a short trip these checks do not matter, but a long stay on a foreign-bought SIM may meet them.

SFR's daily incident map

SFR Caraïbe publishes a map of incidents on its mobile network, which it says is updated daily and lists the mobile sites where voice, SMS or mobile internet are temporarily degraded, with partial access, or unavailable, because of breakdowns or maintenance. The page lists its sites by geographic coordinates and sits beside its coverage map and a forecast coverage map.

That is the operator's own record of faults rather than an independent measurement, and we could not read the map's contents as text. It is still a useful first check if a signal drops after a storm. We found no independent coverage survey for Guadeloupe in the pages we read.

La Soufrière and the observatory that watches it

The Guadeloupe volcanological and seismological observatory, OVSG-IPGP, describes itself as one of four observatories monitoring France's active volcanoes, alongside Montagne Pelée in Martinique, Piton de la Fournaise on Réunion and the submarine volcanism off Mayotte. It says permanent observation of La Soufrière began in 1950, that a phreatic eruption occurred in 1956 and that the region of Saint-Claude and Basse-Terre was evacuated in July and August 1976 during a seismic crisis.

It says the last major magmatic eruption dates from the sixteenth century, that later eruptions have been phreatic, and that its missions include informing the authorities responsible for protecting people and property. Its site offers live webcams of the volcano. We did not find a current alert level in the text we read, so check the observatory's site and local news before hiking.

The 90-day stay, food rules and hurricane season

The UK Foreign Office describes Guadeloupe as an overseas department of France and therefore part of the EU. It says UK visitors can stay up to 90 days without a visa for tourism or business, that a passport needs an expiry date at least three months after departure, and that meat, milk and products containing them cannot be brought into EU countries, with some exceptions such as baby food. It says the hurricane season normally runs from June to November, and advises monitoring the World Meteorological Organization and the US National Hurricane Center.

It also advises avoiding isolated areas, including beaches, after dark, and keeping valuables in a safe, and says French driving rules apply, so an international driving permit may be needed alongside your UK licence. Rules differ by nationality, so check the French consulate for your own passport.

Emergency numbers, including distress at sea

The UK Foreign Office gives 112 for ambulance, fire and police in Guadeloupe, or 15 for an ambulance, 18 for fire, 17 for police and 196 for distress at sea. Save 196 if you plan to sail or take a boat trip. Our Guadeloupe plan page covers data before you arrive.
