Choose a LABAS eSIM or a shop SIM
Bitė's LABAS visitor guidance says an eSIM can be ordered and paid for online, while a physical LABAS card can be bought at a Bitė shop, other retailers or online for delivery. That gives an arriving visitor a choice between preparing an eSIM before the flight and obtaining a physical starter after landing. Online delivery is described as taking one to three business days, so a short-stay traveller should not assume a mailed SIM will reach a hotel in time. Confirm the phone supports an eSIM before buying the digital version.
LABAS sends the eSIM QR code by email. Its instructions allow scanning from another screen; an iPhone user with only one device can instead enter the activation server address and code from the email. The operator says the QR code is single use and describes a 90-day window to install it. Do not delete the eSIM profile while trying to fix weak reception: the original QR code may not reinstall it, and LABAS says a replacement requires customer service. Save the PUK and assigned number where they can be read without that eSIM.
The LABAS eSIM catalogue separates Lithuania-only allowances from products intended for wider EU or EEA travel. Its entry-level virtual SIM offer displayed 1 GB, 100 minutes and 100 texts for one month at €1 at the time of checking, but the detailed text also describes later renewal at a different price. Treat the displayed amount as a first-period offer and check the final order and renewal conditions before paying. A traveller crossing to Latvia should choose an explicitly roaming-capable product rather than relying on the domestic bundle name.
Verify identity before expecting data to work
LABAS says Lithuanian law has required identity verification for newly activated prepaid services since 1 January 2025. Buying or installing a card is therefore only the first step. Its English help page says a new LABAS SIM or eSIM must be registered within 90 days of insertion or installation, and that an unregistered card will be deactivated. The practical point for a visitor is immediate: finish identity verification before leaving airport Wi-Fi or the shop, rather than waiting until the service fails on a journey.
A foreign visitor can use LABAS's online biometric route, which takes a photograph of an identity document and a facial photograph, or visit a Bitė salon with the document. The listed documents for online verification include a passport, identity card, driving licence or Lithuanian residence permit. The operator also lists Smart-ID, Mobile-ID and online banking methods for people who have suitable accounts. A person aged 14 or over may register independently; a younger user needs a parent or legal representative. Registration is not completed by calling support.
Use RRT's maps for the route, not a slogan
Lithuania's communications regulator RRT links a mobile coverage and speed map from its official services page. Use that starting point to compare the locations of a Vilnius hotel, a stop in Kaunas and a coastal journey towards Klaipėda before selecting a line. The linked map itself did not provide readable route results during this check, so this guide makes no coverage percentage or operator-ranking claim. A route map remains more relevant than a national 5G advertising phrase when a particular address or stretch of road matters.
The LABAS eSIM catalogue advertises 5G access, but its product cards also label some allowances as valid only in Lithuania. A 5G-capable handset and a suitable tariff are necessary before that claim is useful; indoor conditions or a moving train can still differ from a broad map. Save the next accommodation address, tickets and an offline map before leaving a city. If a trip includes a ferry or the Curonian Spit, inspect the exact route separately instead of extrapolating from Vilnius reception.
Wi-Fi and the first Vilnius bus
Vilnius Airport's current internet page says free wireless service is available through the network named Free Wi-Fi Vilnius Airport. It is a practical place to retrieve the LABAS eSIM email, complete biometric registration and download the JUDU transport app. The airport's separate FAQ displays another network name, so follow the current network name shown at the terminal or ask airport staff if the listed one is absent. After registering the eSIM, disconnect from Wi-Fi briefly and confirm mobile data works before travelling away from the terminal.
Vilnius transport operator JUDU says its visitor route information covers express buses, ordinary buses, night buses and trolleybuses. Its airport stop is near arrivals A and B. The visitor page lists a JUDU card at the Narvesen shop in airport arrivals or departures and allows a contactless payment card to buy a 60-minute ticket at the bus validator. That provides a first-ride route without requiring a Lithuanian SIM or a mobile ticket purchase. Check the chosen bus route and destination on JUDU's current timetable display before boarding.
The JUDU app can buy and activate tickets and plan a route. Its instructions say a mobile ticket has to be activated and that inspection uses a code presented in the app. JUDU's own pages showed inconsistent contactless ticket prices during this check, so confirm the fare on the validator or the current official ticket screen instead of relying on a fixed amount here. If the eSIM activation is delayed, a bank card at the validator avoids making the airport journey depend on a login or download.
Decide which side of the border needs data
Lithuania is covered by EU roam-like-at-home rules. The European Commission says a qualifying EU or EEA home subscription generally allows periodic use of calls, texts and data under domestic tariff terms, subject to fair-use safeguards. For a short Vilnius visit, check the home plan's remaining roaming data before buying a second line. A non-EU home plan may charge separately. The EU rule does not make every Lithuanian prepaid bundle unlimited abroad; the purchased product's own allowance still matters.
LABAS's eSIM shop marks the 1 GB introductory package as Lithuania-only and says that particular package is not valid in other EU or EEA countries. LABAS's visitor page separately lists packages designed for EU and EEA use. If the journey continues to Latvia, Poland or Estonia, choose the correct regional bundle and check its included roaming allowance, validity and renewal terms. Do not assume a bundle described as unlimited in Lithuania carries unlimited data across the border.
Keep a calling path and location details
Lithuanian police guidance directs anyone needing immediate help to call 112. Keep that number and the precise accommodation or route location available offline. A mobile-data connection and a working voice call are different services; the cited LABAS eSIM plans include calling minutes, but a separate data-only line might not. Before leaving Vilnius for a remote road or trail, know which SIM provides calls and test the intended line. Do not infer emergency voice support from an eSIM's data allowance alone.
After arrival, make a short practical checklist: register the new prepaid identity, install the eSIM without deleting its one-use profile, turn Wi-Fi off to test data and confirm the JUDU ticket or bank-card path for the first ride. Save the LABAS PUK, confirmation and app details independently of the Lithuanian number. If an online registration attempt fails, a Bitė salon can inspect the document in person under the operator's published procedure.
