Treat the visitor bundle as a registered local line
stc calls Sawa Visitor a prepaid SIM for tourism, business, Hajj and Umrah. Its page separates internet data from local and international calling minutes, and distinguishes packages lasting two, three or four weeks. Those are useful shapes for comparing a short stop with a longer pilgrimage or road itinerary. The page also says a reserved number must be activated at a branch after arrival. An online booking therefore should not be mistaken for a functioning local line in the aircraft cabin.
The displayed stc visitor offer states that it expired on 28 September 2026, two days before this source check. Its displayed prices and allowances are not reliable current quotes. Ask a branch which visitor packages are now on sale, what the final amount including tax is, what identity document it accepts and whether the chosen plan can be issued as an eSIM. Keep the confirmation until both calls and mobile data work. A local Saudi number is useful if a hotel, driver or pilgrimage service must reach you by ordinary telephone or SMS.
Saudi Arabia's Communications, Space and Technology Commission publishes a regulatory framework for selling and establishing SIMs. That framework is the reason to expect an authentication step; its public overview does not itself provide a passport-only visitor checklist. Bring your passport and travel details to an authorised outlet and ask what the current verification process requires. Avoid buying an unregistered line from an informal seller.
Confirm eSIM eligibility before relying on a QR code
CST explains that an eSIM can be installed by scanning a provider's QR code, using the provider's app or entering its details manually. That describes the technology, not a guarantee that an unauthenticated visitor can open every Saudi plan remotely. Some online eSIM conversion flows are aimed at people who already have a Saudi number or national identity credentials. For a new visitor line, ask the chosen operator to verify that both your identity document and exact phone model are eligible before deleting a working profile.
A phone bought overseas may have eSIM capability but still be locked to a home operator or lack a band needed at your chosen destination. Check the model specification, lock status and available eSIM slot before flying. If the handset can use two active lines, you may retain the home number for bank texts and use the Saudi line for data. Set the Saudi profile as the mobile-data line after activation and check that a home-line call does not silently move data back to expensive roaming.
Keep the QR email and receipt available without relying on the new mobile connection. Scan in a place with dependable Wi-Fi and test a map, message and ordinary call before leaving the shop. A data-only travel eSIM can be adequate for navigation and app messaging, but it does not create a Saudi voice number or prove it can dial emergency calls.
Check coverage for Riyadh, Makkah and the route between
CST offers free interactive coverage maps: select a location on the map or enter a national address to see the reported status for providers. Compare the specific stops on your itinerary, such as a Riyadh hotel, Jeddah arrival point, Makkah accommodation and a highway service area. A signal in one city is not a promise for a desert road, a basement or a crowded indoor space. Save maps and addresses for stretches where the connection may change.
For the 2026 Hajj season, CST reported extensive telecom preparation across Makkah, Madinah, the Holy Sites and entry points, and stated that the Holy Sites had 4G and 5G coverage. This is a regulator's dated readiness statement for a particular season, not a guarantee that every pilgrim handset will receive a fast connection in every crowd. The report's measured speed figures should not be used as expected speed for an individual visitor. Compare the current operator footprint for your own dates and location.
If your plans include transport between Jeddah, Makkah and Madinah, retain the ticket and destination address offline. A train or coach may pass through areas with different signal conditions from its terminals. When speaking to an operator, ask about the exact route and whether its 5G coverage claim requires a compatible handset and tariff.
Use airport Wi-Fi for the first journey
King Khalid International Airport in Riyadh says free Wi-Fi is available throughout its terminals. This gives a backup for checking a transfer or contacting accommodation, but does not guarantee a staffed mobile counter at a particular gate. Download your first address and booking details before departure, then locate an authorised operator branch.
A flight into Jeddah for Umrah or Hajj can involve a time-sensitive onward transfer. Do not schedule local-SIM authentication as if it were a one-tap process. stc's page explicitly requires a branch visit after arrival for its visitor number. If an eSIM purchased before departure covers Saudi Arabia through roaming, install it according to its own terms while you have reliable Wi-Fi and check when validity begins. You can then use it for maps while deciding whether you still need a Saudi voice number.
Before leaving Riyadh airport, turn off unwanted data roaming on the home line and test that the selected profile loads your accommodation address.
Check credit validity and outbound roaming separately
stc lists several ways to recharge a Sawa line, including its app or website, recharge cards and self-service machines. At the time checked, its recharge page described account-validity rules linked to paid activity. Those general Sawa rules should not be assumed to override the end date of a particular visitor data bundle. If a stay is longer than the selected package, ask whether it can be renewed, which data allowance is added and whether the visitor number remains eligible for service.
A Saudi line does not automatically give the same allowance in Bahrain, the UAE or any other neighbouring country. Check an outbound roaming product and its named destinations if crossing a border. Similarly, a home-provider Gulf pass must list Saudi Arabia explicitly before you enable it. Compare the cost of retaining a home voice line with a separate data profile, and beware of a phone setting that allows automatic mobile-data switching between SIMs.
For a local Sawa recharge, the stc page provides a balance-recharge process rather than one fixed tourist price. Confirm the payment method your card can use, retain the transaction message and check the resulting allowance on the operator account. A purchased recharge may change line validity without duplicating the original visitor minutes or data.
Keep an ordinary call route for emergencies
The Saudi Red Crescent Authority lists 997 for ambulances, 998 for Civil Defence, 999 for security patrols and 996 for road security. Save the numbers relevant to your journey along with the hotel address and any transport booking reference. A working mobile data connection alone does not prove that a data-only eSIM can place a telephone call to these services. Keep a voice-capable line active or know how to seek help from staff, a driver or another traveller.
If you are bringing additional new electronics, Saudi customs guidance addresses declarations for gifts or personal purchases above its stated value threshold, but it does not impose an IMEI-registration step on an ordinary personal travel phone in the cited material. Do not turn a general customs threshold into a mobile-network rule. For a phone used on the trip, the immediate practical checks are network lock, eSIM support and a functioning emergency-call line.
