Buying and collecting the tourist card
Telkomsel says its Tourist Prepaid Card can be ordered online before arriving in Indonesia and then collected locally. The operator asks for a passport and the phone's IMEI as part of visitor validation. It lists collection through GraPARI offices, Telkomsel booths and other outlets in Bali and the Mandalika area of Lombok. Check the current pickup point against the actual arrival airport: the availability list does not promise a counter at every Indonesian terminal. Allow time to complete registration before relying on the new number for a taxi or transfer.
At the time of checking, Telkomsel's tourist FAQ showed Rp150,000 for 25 GB of data usable on its networks and 25 minutes of local calls. That is an operator-published offer, not a fixed market price; confirm the checkout amount, validity and pickup arrangements. The voice minutes distinguish this pack from data-only options. If the journey starts in Jakarta or Batam, verify availability there separately instead of assuming the Bali and Mandalika card collection list covers those cities.
Check the tourist eSIM route carefully
Telkomsel's article from 2024 describes a Tourist Prepaid eSIM for foreign visitors, validated with passport and IMEI information, and names GraPARI offices, booths and selected outlets in Jakarta, Bali and Batam. It includes examples at Soekarno-Hatta Terminal 3 and Bali's Ngurah Rai international arrivals. Because this is an older operator article, those outlets and stock need checking again before travel. An eSIM-capable phone and a working connection for profile installation still do not replace the operator's identity check.
Current Telkomsel eSIM pages describe several products with different eligibility rules. Its general prepaid eSIM FAQ says a foreign customer needs a KITAS stay permit for a new number, whereas the older tourist article says passport validation for the tourist product; the GoPay eSIM terms also mention passports among possible foreign documents. Those pages do not settle which tourist eSIM can presently be bought with a passport alone at each outlet. Ask the chosen Telkomsel point specifically for the tourist eSIM, its document rules and live stock, rather than treating a generic prepaid eSIM checkout as equivalent.
Know the 90-day operator IMEI route
Indonesia's Customs and Excise FAQ says a foreign visitor with an overseas handset who uses an Indonesian SIM can register that device at a mobile operator outlet for network access for up to 90 days. It also says an overseas handset that continues using a foreign SIM on roaming does not need Indonesian customs IMEI registration. This is a useful distinction when choosing between a local number and foreign roaming. The operator outlet still needs the passport and device details required for the local tourist line.
For stays longer than 90 days with an Indonesian SIM, customs describes a different route through Customs and Excise registration. Its FAQ says a passenger can apply at arrival or within 60 days afterwards, but registering after leaving the customs area loses the stated import-duty exemption. These are separate periods: 90 days concerns the visitor's temporary operator registration, while 60 days concerns a customs application after arrival. Do not assume that a tourist SIM counter can extend the temporary handset access indefinitely. If a stay might lengthen, ask customs at arrival what applies to the device.
Interpret coverage across the islands
Indonesia's communications ministry reported that operator data for the second quarter of 2025 placed 4G reach at 98.95 per cent of the population but 53.82 per cent of the country's land area. These are ministry figures, not a promise of a signal at a particular beach, mountain route or ferry terminal. They explain why a plan that works around Denpasar or central Jakarta may still need offline maps for travel away from populated areas. Check each island and overnight stop against the selected operator's current coverage information.
The same ministry report put 5G reach at 13.11 per cent of the population and 0.28 per cent of land area for that reporting period. Telkomsel separately announced 5G expansion in Denpasar and Badung in 2024, naming corridors such as Kuta to Canggu and Nusa Dua. That is an operator account of its rollout and may have changed since publication. Treat 5G as location-specific rather than a reason to skip 4G checks for Lombok, Batam or an onward island.
Prepare the first transfer and island changes
Telkomsel's older eSIM outlet article identifies a booth at Bali's Ngurah Rai international arrivals and points to named locations in Jakarta and Batam. Its current tourist card FAQ instead emphasises Bali and Mandalika-Lombok collection. Those are different product descriptions, so check the exact outlet for the exact format before flying. A pre-order may shorten the decision at the counter, but it does not remove physical collection and activation from the tourist card route.
For a multi-island itinerary, save the hotel address and onward booking details offline before leaving the arrival terminal. Test calls and data near the operator booth while staff can still resolve a passport or IMEI mismatch. If the phone stores both a home line and an Indonesian profile, set the intended line for mobile data and check the home provider's roaming charges separately. A foreign SIM on roaming follows the customs rule described for inbound roamers; a local Indonesian SIM follows the operator's temporary registration route.
Track data and renewals on the road
Telkomsel says eSIM customers can recharge their number and purchase more packages through the MyTelkomsel app or the *363# menu. That page describes its general eSIM service, so confirm that the same renewal route applies to the particular tourist product sold to you. Check the allowance remaining before leaving a large city for a longer road journey. A top-up can replenish a package, but it does not resolve an unregistered handset, an expired temporary IMEI route or a place without network coverage.
The tourist FAQ's 25 GB figure is described as data across Telkomsel's networks, while the 25-minute calling allowance is specifically local. Ask whether an offered replacement package has the same nationwide data terms; some Indonesian packages divide data into main and location-specific allowances. Keep the confirmation message or receipt so that an operator office can identify the exact tariff if the balance shown in the app differs from what was sold.
Keep an emergency voice option
Indonesia's communications ministry describes 112 as an emergency number provided through local government call centres, and its September 2026 notice says Bali is strengthening the system as a model for further integration. This should not be read as a guarantee that every district has the same operating arrangement. Save the local emergency contacts for the places on the itinerary, particularly if travelling beyond Bali. The ministry says calls to 112 can be made from cellular or fixed phones without a charge.
A data-only eSIM's ability to place an ordinary or emergency voice call is not established by these sources. Keep a working voice-capable line or another way to ask someone to call for help. A Telkomsel tourist card includes local calling minutes according to the operator's FAQ, but those minutes should not be confused with the conditions for emergency access. Before leaving the first city, confirm that the intended voice line can register on the network as well as deliver data.
